Halelly is the Immediate Past President of the Board of Directors for the Metro DC Chapter of the American Society for Training and Development (ASTD) and has served on that Board since 2005. She provides strategic leadership to this award-winning professional association chapter as well as mentors its Directors. In 2008 and 2009, she served as President-Elect and President and guided the chapter as part of the Executive Committee. In her 2007 Director of Programs role, Halelly planned and produced the chapter's monthly events, from speaker acquisition to management of venue and hospitality logistics, to event promotion and production. In her 2005-2006 role as Director of Communications, Halelly wrote, edited and managed the weekly eFlash news bulletins and the quarterly The Torch newsletters, as well as performed the Webmaster role for the organization and coordinated other communication efforts for the chapter.

She also was actively involved in the Northern Virginia Association for Psychological Type (APT) in 2006-7 as a member of the steering committee, helping to determine speakers and topics for the organization's events.
